<h3><strong>Mutual Transfer</strong></h3>
<h4><strong>Facilitating Teachers&#8217; eTransfer</strong></h4>
<ul>
<li>Regular/Contractual Teachers in the same scale/cadre and discipline/subject may apply for mutual transfer, subject to consent verification.</li>
<li>Incumbents due for superannuation within one year or those who have applied for premature retirement are not eligible for mutual transfer.</li>
<li>Newly recruited Teachers cannot apply for mutual transfer within one year of joining service.</li>
<li>Marks criteria mentioned in Para 6 of the Policy are exempted for mutual transfers.</li>
<li>Applications must be submitted during the e-Transfer round through the School Information System (SIS), and no manual applications will be entertained.</li>
</ul>
<h3><strong>Administrative Transfer</strong></h3>
<p>Flexibility in Policy Notwithstanding the existing policy, the Chief Minister has the authority to relax any one or more provisions for a specific time period as deemed fit. Administrative e-Transfer orders will be issued by the School Education Department through the School Information System (SIS) in such cases.</p>

<h3><strong>Redressal of Grievances:</strong></h3>
<h4><strong>Review Committee</strong></h4>
<ul>
<li>Teachers can submit online applications, including relevant documents/certificates, to the District Education Authority on the School Information System (SIS) for verification.</li>
<li>The District Education Authority shall decide on the applications within the stipulated time notified by the School Education Department (SED) and reflected on the SIS Portal. Cogent reasons must be provided in case of delays.</li>
<li>Rejected applicants can submit an appeal through the e-Transfer System on the SIS within three days after the closing date of the initial decision.</li>
<li>The &#8220;Review Committee&#8221; of the District will review the complaints received through the SIS Portal, affording personal hearings to the applicants, and decide within seven days. Failure to adhere to timelines without valid reasoning may result in disciplinary action against committee members.</li>
</ul>
<h4><strong>Composition of Review Committee</strong></h4>
<ul>
<li>Chief Executive Officer (DEA) concerned: <strong>Convener</strong></li>
<li>District Education Officer (SE) concerned: <strong>Member</strong></li>
<li>District Education Officer (M-EE): <strong>Member</strong></li>

</ul>
<h3><strong>Manual Order</strong></h3>
<ul>
<li>Systematic e-Transfer Process</li>
<li>No manual transfer orders will be allowed, including awaiting posting, surrendering of services, repatriation, rejoining after study leave, extraordinary leave, penalties, demotions, rejoining in the department, and shifting of lien. All such adjustments shall be made solely through the School Information System (SIS).</li>
<li>Decisions referred by courts or competent authorities will be updated in the SIS after approval by the Secretary School Education Department (SED) Punjab/South Punjab.</li>
<li>Erratic postings, such as against irrelevant subjects or higher/lower grades, are not permitted.</li>
</ul>
<h3><strong>Validity of System Generated Orders</strong></h3>
<ul>
<li>All system-generated orders with a valid QR Code shall have the force of law and will not require signatures. The Accountant General Punjab will accept approved system-generated orders with valid QR Codes, duly authorized by the Government.</li>
<li>The specimen of system-generated orders, including the QR Code, shall be considered an integral part of the e-Transfer Policy 2022.</li>
<li>Only duly authorized officers with login/password facility issued by the School Education Department (SED) will access and update the SIS. Misuse of login/password will be the responsibility of the authorized personnel.</li>
<li>The CEO (DEA) shall ensure the implementation of e-Transfer orders within the stipulated time. Extensions in joining/relieving may be granted as per rules through the School Information System (SIS).</li>

<h3><strong>Opening of Transfers</strong></h3>
<p><strong>Different Rounds for Different Categories</strong></p>
<ul>
<li>Separate rounds for newly recruited Teachers and promoted Teachers or awaiting posting Teachers may be opened to facilitate their adjustment as required.</li>
<li>Transfer rounds for widowed, divorced, wedlock, disability, medical, mutual, awaiting posting, and surrendered Teachers will be conducted through the e-Transfer System for transparency. Manual applications will not be entertained.</li>
<li>Open merit transfers for all categories will only be processed during the summer vacation.</li>

<h3><strong>Criteria for Teacher Transfers Based on Availability of Sanctioned Posts</strong></h3>
<h4><strong>Standalone Primary Schools and Consolidated Model Primary Schools</strong></h4>
<ul>
<li>In schools with two or fewer Teachers, such as standalone Primary Schools or each portion of a consolidated Model Primary School, no Teacher shall be transferred without ensuring a permanent substitute.</li>
</ul>
<h4><strong>Transfer Policy for Schools with Four or More Sanctioned Posts</strong></h4>
<ul>
<li>In schools with four or more sanctioned posts and all posts filled, only one Teacher with the highest merit may be allowed to be transferred out. This condition applies if the Student-Teacher-Ratio (STR) is high, i.e., the number of students exceeds 160. The rationale is that due to the high STR, no Teacher may apply for transfer-out, and simultaneously, no Teacher may apply for transfer-in due to unavailability of vacant posts.</li>
</ul>
<h3><strong>Elementary Level Transfer Requirements</strong></h3>

<li>For schools with elementary classes (6, 7 &amp; 8), the minimum requirement of Teachers ESTs/SESEs (Elementary School Teachers/Secondary School Educators) shall be as follows:</li>

<h3><strong>Comprehensive Guidelines for Teacher Transfers and Adjustments</strong></h3>
<ol>
<li>School Head Requirement for Elementary Schools In elementary schools, the post of SSE/SST (School Head) shall require only one Teacher.</li>
<li>Secondary Level Transfer Policy In cases where there is only one sanctioned post for SST (Science-Chem/Bio), SST (Science-Math/Phy), or SST (Computer Science), the Teacher may not apply for transfer-out, as there is no replacement available. However, working SST (Science) and SST (Computer Science) with three years&#8217; service in that school may apply for transfer during the e-transfer round.</li>
<li>Contractual Teachers&#8217; Transfer Eligibility Contractual Teachers (Educators) may apply for transfer against regular posts, i.e., ESEs against the post of PSTs, SESEs against the post of ESTs, and SSEs against SSTs with the same subjects.</li>
<li>Transfer of Computer Teachers Computer Teachers may be allowed transfer against vacant posts of Computer Teachers subject to the following conditions:
<ul>
<li>The requested school must have a Computer Lab.</li>
<li>There should be a minimum enrollment of 60 students (Science/Arts) in 9th &amp; 10th class in the requested school.</li>
</ul>
</li>
<li>Minimum Tenure for e-Transfer Application The minimum tenure for online e-Transfer applications shall be one year in the present school.</li>
<li><strong>Mutual Transfers and Adjustment of Teachers</strong></li>
</ol>
<ul>
<li style="list-style-type: none;">
<ul>
<li>Regular and Contractual Teachers of the same scale and category/subject may be allowed for mutual transfer.</li>
<li>Contractual Teachers may be transferred against regular posts of the same scale and category (subject), and vice versa.</li>
<li>No Teacher shall be surrendered on administrative or disciplinary grounds unless disciplinary proceedings are initiated under the Punjab Employees Efficiency, Discipline, and Accountability (PEEDA) Act 2006.</li>
<li>Teachers in awaiting posting/surrendered category shall be adjusted after considering Teachers in other categories.</li>

</ul>
<h3><strong>Adjustments in QAED</strong></h3>
<ul>

<ul>
<li>Applications for adjustments in QAED academies will be sought through the School Information System (SIS) from the existing staff of the School Education Department (SED).</li>
<li>A Selection Committee, as already notified vide order No.SO(TRG)2-70/2013 dated 18th February 2014, shall shortlist and recommend candidates as per QAED&#8217;s policy.</li>
<li>Once the selection process is completed, QAED will update the approval status of selected candidates on the School Information System (SIS) Portal to generate QR coded transfer orders.</li>
</ul>

<h3><strong>Restrictions on Erratic Posting adjustments will not be allowed:</strong></h3>

<h3><strong>Widowed, Divorced, Wedlock, and Marriage Category</strong></h3>
<ul>
<li>Applicants in the widowed, divorced, wedlock, and marriage categories can also select options for medical and disability, if applicable.</li>
<li>Tie-breaking criteria for applications with the same merit: a. Preference based on gender, with females receiving priority. b. Age-wise seniority based on CNIC data, giving priority to an earlier date of birth.</li>
</ul>
<h3><strong>Subject to Availability and Need</strong></h3>
<ul>
<li>All e-Transfers, including those for divorced, widowed, wedlock, marriage, disability, medical, and others, are subject to the availability of sanctioned posts and assessed need by the system.</li>
</ul>
<h3><strong>Transfer for Disabled Teacher/Educator</strong></h3>
<ul>
<li>If the child or spouse of a Teacher/Educator is disabled, transfer may be allowed upon providing a Disability Certificate issued by the Disability Assessment Board duly notified by the Provincial Council for the Rehabilitation of Disabled Persons (PCRDP).</li>
</ul>
<h3><strong>Transfer for Government Servant Spouses</strong></h3>
<ul>
<li>If both spouses are Government Servants, one of them may apply for transfer on the basis of wedlock.</li>
<li>If one spouse is already working in another District, the second spouse may only apply in that district where the first spouse is rendering their services.</li>
</ul>
<h3><strong>One-Time Dispensation for Married Female Teachers</strong></h3>
<ul>
<li>As a one-time dispensation, married female regular/contractual Teachers shall be allowed to apply for e-Transfer.</li>
<li>In case of re-marriage, this dispensation shall also be permitted.</li>
</ul>

<h3><strong>Posting of Teachers on Cadre Posts</strong></h3>
<ul>
<li>Teachers may be posted anywhere based on their cadre posts.</li>
<li>Posting against a specific post or station cannot be claimed as a right.</li>
<li>Vacant posts will be filled through e-Transfer on SIS using post-specific merit-based criteria.</li>
</ul>
<h3><strong>Procedure for Online Transfer Applications</strong></h3>
<ul>
<li>All teaching staff transfers will be conducted exclusively through the School Information System (SIS).</li>
<li>In-service promotions, hardship grounds, mutual, open merit, and newly recruited teachers will also go through the SIS for transfer/posting.</li>
<li>Teachers/Educators can apply for transfers/postings online via their SIS login.</li>
<li>Relevant documents must be attached to the application in the SIS.</li>
<li>Original documents attached to the application must be verified by the concerned District Education Authority (DEA).</li>
</ul>
<h3><strong>Merit List and Objections</strong></h3>
<ul>
<li>Tentative merit lists and final merit lists will be displayed on the SIS Portal.</li>
<li>Teachers/Educators can view their merit and that of other candidates on the SIS Portal.</li>
<li>Objections to merit or other candidates&#8217; merit can be raised through the SIS.</li>
<li>Teachers/Educators must submit their replies to objections raised by the DEA through the SIS, along with relevant documents.</li>
</ul>
<h3><strong>QR Coded Transfer Orders</strong></h3>
<ul>
<li>SIS will generate QR coded transfer orders for selected candidates.</li>
</ul>
<h3><strong>Posting of Newly Recruited Teachers (Merit Cum Requirement Based)</strong></h3>
<ul>
<li>Newly recruited teachers will be posted based on the Department&#8217;s requirements and their selection merit.</li>
<li>Special focus will be on addressing acute teacher shortages.</li>
<li>The appointing authority will issue manual offer letters of appointment to selected candidates.</li>
<li>Accepted candidates will be tagged as &#8220;new Teacher&#8221; on SIS with the offer and acceptance letters and the allocated merit number.</li>
<li>Newly recruited Teachers/Educators will select their preferences from available options on the SIS for posting based on merit.</li>
<li>All posting orders will be issued through the e-Transfer System.</li>
</ul>
<h3><strong>Posting on In-Service Promotion (Seniority Based)</strong></h3>
<ul>
<li>Teachers promoted in-service will be posted based on seniority and available options in the Department.</li>
<li>Promoted Teachers&#8217; status will be updated on SIS before the e-Transfer round begins.</li>
<li>Preferences for posting will be sought from promoted Teachers during the e-Transfer round.</li>
<li>Posting orders will be issued as per seniority and given preferences.</li>
<li>If Teachers fail to add preferences or actualize their promotion due to limited options, orders will be issued wherever vacancies are available as per the Department&#8217;s requirements.</li>
<li>Failure to join the promoted post within the prescribed joining time will lead to forfeiture of the right of promotion.</li>
<li>Ex-MCL cadre Teachers on promotion will only be posted in Ex-MCL Schools.</li>
<li>If Ex-MCL cadre and General Cadre Teachers apply for the same Ex-MCL school, preference will be given to the Ex-MCL Cadre Teacher.</li>
